If you're playing with WOTC then disable the checkbox for Integrated DLC Content when starting a new campaign to lock the Viper King and his friends behind a unique mission like how it worked in baseline XCOM 2. Leave the other DLC checkboxs checked or you'll really be thrown in the meat grinder.
