A shag cake is simply a cake that's been decorated with a specific, freeform piping movement involving "grass tips" and several different colors of buttercream. Once you've patched on your preferred colors and taken a step back to admire your work, you'll notice that the resulting baked good looks an awful lot like those shag rugs of the 1970s.
